that theoretically the Reg. General
Ex officio
should be a
Member of
the Leg. Council, & I think he ought
to be on the Exec. Council, similarly the
Att. Gen.
& though W. Lockhart is still young he will probably be fairly old before he is promoted from
his
present post.
At present the Col. Sec., Att. Gen.
and Treasurer are ex officio
members
of both Councils,
He will
in the regular
way succeed W. Deane as Sec. for Chinese Affairs
W. Deane is the only personal member of the Exec. Council, while W. Deane, M. Brown
and M. Lockhart (replaced by M. M. Innes during leave) are in the Leg. Council as personal members
Now that W. Innes will be added to the Exec. Council, I think M. Lockhart might also be placed there (notwithstanding the personal irritation that may be caused
among
his seniors)

his knowledge of
the Chinese should be useful.
I have telegraphed to the S. of State on
the whole thinks there is
sufficient
reason to alter the
Instructions, but ask Governor
Sir W. Des Voeux (who shortly returns
to
Hong Kong,
having
left the Colony,
on leave but on
his return
to report whether W. Lockhart on his return to Colony should
not ex officio be added to the Exec. Council

Now that M. M. Innes will be in the Exec. Council since
he is a
member
being the Head of the Chinese Dept., his services would presumably be useful

I agree. If a constant
member
for the Registrar General
on the Exec. Council, which body has often to consider questions
affecting the
Chinese
who form the largest portion of the population.
