I found that under all previous laws of a similar nature, they, as well as those belonging to the Army and Navy, had been expressly exempted from so doing.

It was brought to my notice some time ago that under the Ordinance of 1886 all Government servants should, strictly speaking, affix a receipt stamp when receiving salaries etc. for any amount over $10. Such however has never been done and when I came to look into the question I could find no correspondence showing why the exemption had been omitted from the Ordinance of 1886, and the Executive Council, whom I consulted on the matter, were of opinion that the exemption was accidental.
