under the definition

"non-domestic supply",

and is not subject

to the same provisions

as

domestic supply.

It is therefore possible

that the local

military authorities

would not have

objected to the Ordinance

in

in its final shape and accompanied by

this explanation.

The Ordinance

appears

to Lord Kitchener quite unobjectionable,

and his Lordship does

not perceive that there

are

any provisions from the effect of

which it would

be proper to exempt the Crown.
