Clauses 17, 18, 19, 20 have been altered but would not apply to the Military.

Clause 17 is modified but the principle of the meter being the property of the Government is retained. Iruacitain that it is in the interest of both parties that it should be so. If the meter is the property of the consumer endless friction will be the result.

If the Water Authority says the accuracy of your meter is doubtful and wishes to take it out and test it, the consumer replies that it is not yours to touch it.

I presume that the Military Authorities do not propose to keep a stock of meters and spare parts.

Clauses 25 and 26 are essential, and form part of every water works act that I have ever seen. Without 26.2 it would be impossible to repair a burst without incurring a claim for damage.

27-28. I see no reason why money justly due by the War Department should not be recoverable at law, surely every citizen can recover even from the Water Department.

32. The matter is taken out and forms the subject of an agreement.
