surely be liable if they do not pay what they have undertaken to contribute, or if they negligently misuse or wilfully waste that which they have contributed.
There is little fear that they will be unnecessarily harassed by the provisions of the Ordinance, the aim of which is to secure adequate provision of water to the community, and to prohibit anything that might prevent this.
I am at a loss to understand why the Crown should be especially exempted from those liabilities to which others are made subject.
