In any case in which he thinks that the regulations have not been observed and in a case taken thin present when the detailed audit is conducted in this country and not by the local auditor, it should rest with the C&AG. (and not with the local Auditor) under the Gov's instructions to make such communication to the Colonial Treasurer as he may think fit regarding the mode in which the accounts are rendered, and to give such directions to the Colonial officers as he may think fit.
