I have the honour to inform you that I have observed that a custom prevails here of bringing to account only the net amount of revenue received after deducting expenses.
The custom would appear to be sanctioned by C.0. 81/8397 of 9.2.73, but it is directly contrary to the Treasury instructions of 1847, reissued in 1883, and altered to the Hong Kong Finance Committee's Subscriptions.
