I am well aware that the duty devolving on Messrs Smith and Deane is a most onerous responsibility and a very disagreeable duty, but they will remember it is also a most important duty.

I do not, however, ask or expect them to perform it wholly and entirely without remuneration; I am prepared to allow them $100 each, pending further instructions from the Secretary of State.
