19. It will I trust be
distinctly understood
that I
am actuated
by the sole motive of
carrying
out the Reclamation
works as efficiently and
economically as possible,
and it is
my
desire that
the expenditure should be controlled by all those checks that the Government
may
deem necessary.
At the same time I must
say that it is impossible
to
carry out these works
with efficiency, rapidity,
and economy, if the officer charged with their execution is hampered with all the regulations
