In my IV:140 of 10th instant I raised the question whether the Praya Reclamation works are subject to the same regulation as other Government works, and His Excellency in his minute of 12th instant requests further information on this point. I raised the question because, as far as I am acquainted with the Regulations affecting Public works in this Colony, some of them are in my opinion inapplicable or undesirable in the case of large works of the nature of the Praya Reclamation.
