strong prejudice against change, the work and responsibility of the Engineering staff will be greatly increased. On them must in fact devolve not only the professional work usually expected from the Engineers of Government works or of private enterprises, but the
duties and responsibility
of the Contractor besides. It is only right, I think, that
the fact
should be laid
before the Government and
the Lot holders. By the system
proposed, the lot holders
should gain the profit
which would otherwise accrue
to the Contractor, or the Commission
of 10 per cent or upwards for which he might be
sued
