M. Meade ... trapper, if offending in these respects otherwise against the Finance laws or laws of China, will be liable to the penalties laid down by regulation. If his certificate must be produced when passing any customs' station or office, at the end of one year from the date of issue, it must be returned to the Commissioner of Customs, Kowloon, to be cancelled or renewed.
