3. During the last 7 years I have acted as Superintendent of the Gaol and as Police Magistrate, in both of which capacities I have, I believe, given satisfaction.

For the last year and a half I have been Acting Registrar General, with a seat in Council, and if, as I have good reason to anticipate, I am in a position at the end of this year to point to a revenue from markets increased (by a new system of letting) from $32,000 in 1888 to $46,000 in 1890 (without the imposition of any extra burden on either the stall holders or the general public) - to the inauguration of a scheme for burying 3000 dead Chinese who die here annually on the mainland instead of in the Colony, and of one for relieving the present congested state of the Central District of the Town by moving the Brothels to its outskirts - and to the provision of an improved Recreation Ground for the Chinese which shall not only be self-supporting but shall provide a fund for the purchase of other open spaces on their account, I do not think my tenure of office will have been fruitless.
As regards the maintenance of the friendly relations which have always existed between the Registrar General and the Chinese, I can confidently refer H.E. to any of the leading members of that community for an expression of opinion.
