market value
of the dollar at
the time of the app being offered to him was only about 3/.
3. When the decision
that the Examiner's
fees
were no longer
to be retained by the Asst
Harbour Master was
taken in 1888, it would
have been better if
S.15 of
Ord. 8 of 1879
had been forthwith amended. I have now
to instruct
to take steps for
amending that section
of the Ord as soon
as possible, and meanwhile, pending
such amendment,
I again
recommend not to appoint the
Ass. Harb. Master a
Member of any Examining Board,
as it is both
irregular & inconvenient
to pay a Govt Officer
a fee of five dollars out of the Treasury under the
terms
of an
Ord
and then
call upon that officer~
