I am to add however that should Commander Hastings adopt the Course

and fees for the examination of Masters and Mates in the Mercantile Marine (which averaged two hundred and $200 dollars a year) as in the past, it should in future be fixed at two thousand six hundred and forty dollars a year.

all fees being paid into the Treasury.

It is therefore impossible for His Excellency to act on understanding that all the fees alluded to above should be paid into the Treasury, that the Legislative Council consented to fix the salary of the Assistant Harbour Master at its present rate contrary to the instructions of the Secretary of State for the Colonies.

I am to state that if Commander Hastings considers that he has any grievance on account of the conditions under which the post was offered to him, he should address the Secretary of State.
