4. Sub-section 4 sec II chapter II Part I of Ordinance 8 of 1849 provides for the appointment of

the Secretary of State for the colonies "To assist the Harbour Master in " his several duties of Harbour "Master, Marine Magistrate, Emigration and Customs officer, and to undertake the whole "of these duties during the Harbour Master's absence." (Despatch from Lord Knutsford to Sir W. H. Sendall, dated 18th October 1889.)
3. Reference to the Colonial Office list certainly showed that the local appointment of Collector of Light-dues was "usually conferred on the Assistant Harbour Master and on arrival here, I find Ordinance P of 1879 sec. XXXIV Part II provides for Examiners and sub-section their remuneration.
5. I conceive that it was the intention of the Right Honourable that the Assistant Harbour Master's pay should be raised therefore, that additional duties should be imposed without corresponding remuneration is a hardship.
6. I would beg you therefore to forward my respectful protest against this reduction of what I would form led to believe part of my income at the time of my appointment.
