I am aware that under section 15 of Ordinance no 8 of 1879, the Assistant Harbour Master is ex officio when appointed to act on the Board of Examiners, and it might be well to amend the Ordinance by inserting that the Assistant Harbour Master should, as well as the Harbour Master, be an ex officio member of the Board, the same fee being payable in his regard as is paid to the other ordinary members.

I beg to add that I do not think the Legislative Council would favourably receive any proposal to further increase the salary of the Assistant Harbour Master.

I have the honour to be,

My Lord,

Most Obedient Humble Servant,

Your Lordship's Most

I. Stirling
