such Collectorship, but I submit that that really gives W. Hastings no solid ground of grievance, because such duties very naturally fall under the general duties covered by Harbour Master which are specified in Head 1 of the Particulars; & the clause of the Ord. quoted in suc. (I admit however it would have been better if a copy of the Paper of Particulars had been sent) assign other emoluments beyond the salary.

Request oag. to inform W. Hastings that the Paper of Particulars sent to them clearly indicated that he was to expect no fees for which he was to perform duties belonging to the Harbour Master as a matter of fact fixed on the understanding that the fees for Examining were then only about 3/-; of course its value has since risen; and further inform ORG. that when the decision that the Examiner's fees were to be retained by the Ass. Harbour Master was taken, Section 8 of the Ord. of 1879 should have been amended, & direct him to take steps at once to amend it, & meanwhile not to appoint the Ass. Harbour Master a member of any Examining Board, as it is irregular and inconvenient to pay an officer a fee of five dollars out of the Treasury.

Collee Light Di received by the office were no longer the holder of the office of Ass. Harbour Master, and further that he was expressly warned that the salary was not the equivalent of the duties by being told that it was paid in dollars; that the Specif... of an opportunity under the Ordce was given to that officer to return the fee to Treasury.

with reference to his deep? (8881) of 7th April last that he need not have taken a special vote of 18720 for this officer's salary, as $400 was then fixed.
