Towards the beginning of June last it was reported to me that Chinese Customs Cruizers were actually blockading a portion of this Island by preventing junks suspected of containing contraband goods such as saltpetre from leaving British waters.

As, however, nothing very definite was brought to my knowledge I merely gave instructions that the locality, which was in the neighbourhood of Stanley Bay, should be watched and any report made to me should any act which called for interference be perpetrated.
