Government. In this contention, I concur
inasmuch as if such a Commission is not in force, the person lawfully discharging the functions of Colonial Secretary would administer under Article 16 of the Letters Patent of January 6, 1888.
It may, on the other hand, be said that these Letters Patent, having expressly repeated the Letters Patent of April, 1877, any Commission issued under the authority of such Letters Patent must fall with the Letters Patent themselves.
But the question raised is, I am prepared to admit, not free from doubt and in order to prevent any difficulty arising hereafter, I should be glad to be favoured
