On the 19th of January 1888, fresh Letters Patent were issued revoking the Letters Patent of the 9th of April, 1877, but without prejudice to anything lawfully done thereunder and not expressly revoking the Commission of the 7th of March, 1884.

Article 16 of these Letters Patent provides that when the office of Governor is vacant, or if the Governor becomes incapable or is absent from the Colony, the Lieutenant Governor, or if there be no such officer, then such person or persons as have been appointed or may hereafter be appointed and in default of such, the person lawfully discharging the functions of Colonial Secretary shall administer the Government of the Colony.
