This officer actually signed an agreement on the 19th of September to serve the Colony for a period of three years at a salary of $2,500, and a few days after his arrival in the Colony he was informed that he is to be paid at the rate of $3,600.
This is because, according to the letter he addressed to the Treasurer on the 1st July, he has a wife and family.
In the circumstances, however, Your Lordship will probably consider that Mr Chapman should receive pay at the higher rate.
