In principle, what has been the practice of the House of Commons since the year 1882, when it was decided that when a Bill is referred to a Standing Committee consisting of not less than a certain number of members, it may be dealt with in the same way as a Bill reported by a Committee of the whole House.

Rule 41 was accordingly framed and approved by the Council, and Your Lordship may agree, in the presence of the safeguards contained in it, that it is one to which exception need not be taken.

6. Some of the former Rules have been modified so as to render them more in accordance with the present practice of the Council, and more consistent.
