I do not think that
there is
anything in these
Rules inconsistent with
the Letters Patent of the 19th of January, 1888, nor with the Royal Instructions of
the same date.

The only Rule to
which I deem it necessary to draw Your Lordship's special attention is Rule 41. This Rule was not included
in the former draft, a copy of which I enclose for reference, and I will mention to Your Lordship
the circumstances which gave rise to its being enacted.
