Upon assuming the administration of the Government I noticed that the Council was not working in virtue of a code of Rules passed in the year 1884, which were ill adapted to the present mode of transacting business, while the validity of any of them might have been questionable inasmuch as they were presumably passed under certain Instructions which have long since been repealed.
I accordingly appointed a special Committee of the Council to frame a new set of Rules, which they accordingly did and which were adopted by the Council on the 9th of June last.
