Chinese classics require not only a much larger amount of study to keep myself acquainted with the constantly changing and increasing number of such books, and of labour in preparing the annual question papers for several thousands of scholars, but, in addition to all that, I have, as Head of the Education Department, to prepare myself and be acquainted with the constantly changing educational methods and educational laws of England, India and the Colonies.

I do not set forth the above comparisons with any desire to boast, but I am impelled by a sense that under these circumstances the relative salaries of the Head of the Education Department and the Headmaster of Victoria College, fixed at $3000 and $4320 respectively, constitute an anomaly, unjust to my office and to myself personally, and, believing as I do, that this anomaly was not introduced deliberately but escaped the attention of the Government, I respectfully beg that my salary be fixed at least at the same rate at which the salary of the Headmaster of Victoria College has been fixed, and that I be allowed to draw such increase from the same date as the other European officers.
