I beg to draw attention to the fact that, after serving the Government gratuitously as Director of Chinese Studies from 1875 to 1878, I formally entered the Government Service at the request of the Governor in 1878 with the expressed understanding, reported to, and acquiesced in by, the Secretary of State that my salary should be equal to £1000 (one thousand pounds) a year, but I admit that I have

no right to complain of the diminution of my salary, because I myself resigned the second office I held.
6. But I beg to solicit the attention of the Government further to the following considerations: —
(a) The work of my office has been steadily increasing and still continues to increase from year to year. In the course of the year 1878, I had to inspect 47 Schools and to examine individually 3152 children, but these numbers have risen in the year 1889 to 106 Schools and 7659 children; and in addition to the work of inspection and examination, I have had continuous office work
