Case must be taken to consider the rise of 35 percent on $2400 (the salary of the Inspector of Schools when in 1870-9 it was first separated), bringing the salary up to $3240. On the Estimates (1600/89-90) the Headmaster's salary was $4320, which was raised to ... then a rise on the original emolument drawn by him at his post ($3120) of a little over 30%. It is perhaps unfortunate that Mr. Wright will receive somewhat greater proportionate rise than other officers in the service, but I do not think that it a sufficient reason for giving less than 35 percent on the $2400 salary.
However, we left the case of the Inspector of Schools to the discretion in par. 4 of despatch No. 1598/89-90, dated 18th June 1890.
Government House, Hongkong, 23rd June, 1890.
At Dr. Eitel's request, I have the honour to transmit for your Lordship's consideration a letter in which he applies for an increase of the salary, dated 1st June 1890.
To be simply acknowledged & referred to par. 4 of despatch No. 110 of 19th June.
