I have consulted with the Harbour Master on the subject of the proposed Breakwater on Killett's Bank. We agree in the following opinions.

2. If an obstruction is to be formed at all, it should take the form of a continuous Breakwater, having its crest above high water mark. Scattered obstructions, such as hunks full of stones and sunk at intervals will be an obstruction and a danger to navigation.

3. The breakwater as proposed by the Naval and Military Authorities, is about a nautical mile...
