Your Lordship will observe that those gentlemen are of opinion that if obstruction is to be formed at all on the Bank, it should take the form of a permanent breakwater, but they recommend that before any such work is undertaken ~ the opinion of a specialist should be obtained, as to the probable result which would be produced by the obstruction.
The question of the construction of a breakwater to strengthen the defense of the Western entrance to the harbour has, as Your Lordship is aware, been the subject of much consideration and correspondence in the past, and it was with the object of gaining knowledge of the effect of an obstruction on the bank that the experiment of sinking some junks was conducted.
