I am to remark that Consular prisoners are treated in Malta as entitled to such remission like Colonial prisoners; and Kernan writes that (omission may result in) feris being treated as hosted in the same footing in this respect as Colonial prisoners.
Referring to the correspondence, a reference was made in the hearing with regard to this and other affairs to be known to and understood by the Main Office.
