the present Chief Justice of H.B.M's Supreme Court for China and Japan.

November 1885, that the proper

course in such

a case

is to forward the petition to Her Majesty's representative at Peking, by whom it will be referred for report to the Chief

Justice at Shanghai, and subsequently transmitted to the Foreign Office

for the consideration

of

Her Majesty's

Government:

I have accordingly forwarded

the petition in question to

Sir John

Walsham

for

him to deal with

as he thinks proper.
