65. Each stripe shall be
awarded by the Superintendent
or for the Deputy
Superintendent, or for the Chaplain,
or for the Inspector of the Prison,
or for
any of the visitors; or who shall have
disobeyed the orders
or
insulted, or
abused
the said Officers;
at the proper time by the Inspector
of the Prison, with the concurrence
of two Visitors, upon
an inquiry
into the conduct of the prisoner.
66. No good conduct stripe shall be granted to prisoners who
in the preceding year shall have been guilty of any
serious disturbance
or any infringement of the Prison Regulations; or of disrespect for
or
any of the
officers employed
in the service of the Prison;
notwithstanding that other punishments
may have already
been inflicted
for such offenses.
67. For slight contraventions,
the grant of a stripe may be delayed only from one to three months, at the discretion of the Inspector of
the Prison.
68. In all cases where
