Conference held on 25 February 1878 (see Government Gazette of 8 March, 1878). But although the study of Chinese was never made optional throughout the Victoria College, this optional system was applied, without my knowledge, by the Headmaster to Classes I, II and III, with the sanction of the Governor, some years ago.
This measure was calculated to moderate over-pressure, and I rejoice to see this applied to the whole College. In the other Government Schools, which are under my own direction, the optional system has been maintained since 1878, and I believe there is no over-pressure in these Schools.
As a general rule, over-pressure in school work is apt to occur when the school work is excessively badly arranged, by having too long lessons without change of occupation. The introduction of half-hour military drill in the midst of the school hours would work like a lightning conductor in averting danger of over-pressure.
