5. Average Attendances. The rules on this subject now in force in Hong Kong are still the old code rules adopted in England under the code of 1871, requiring each scholar, for whom a grant is to be paid, to have gained at least 200 daily attendances of 4 hours each. This rule was changed in England within a few years after 1871, because it was found to work too harshly.
