2. I have now to forward the Rules and Regulations for the management of the Gaol finally amended in accordance with the instructions contained in Your Lordship's despatch No. 42 of the 20th of March, 1888, and approved by the Executive Council. (With separate Copies)
3. As regards Your Lordship's query 215, I am informed by Major Dempster that this rule (which has become Rule 229 in the revised regulations) does not apply to Chinese and Indian Prisoners.
