Works at Hongkong, I have the honour to inform you that the arrival of additional Engineers for the Public Works Department having rendered it possible to place Mr. Cooper's services entirely at Mr Chadwick's disposal, I have, on the recommendation of the latter, and with the advice of the Executive Council, appointed Mr Cooper provisionally and until further notice, to be Resident Engineer in the Water and Drainage Department.

I enclose copy of the Agreement entered into with Mr. Cooper for Your Lordship's approval. You will observe that it is proposed that a salary of £5,400 should be assigned to him, made up of a fixed salary equivalent to that of the office of Assistant
