was suggested as long ago as
1881 by Colonel Crossman, R.E., who made a report to the Inspector General of Fortifications on the Defences of the Colony, with which no doubt Your Lordship is familiar.

I enclose in a Confidential despatch of this day's date a copy of Colonel Crossman's letter to the then Officer Administering the Government on the subject, from which Your Lordship will observe that his proposal was made purely on Military grounds.
