As to future payments as one letter, and this had been done duly. Then a sum of $37.5 was paid to the Syndicate on 9 April under the authority of telegram. An explanation is wanted in this despatch, which appears to me to be no explanation.

My Lord,

With reference to Your Lordship's Despatch No. 56 of the 29th of March, relative to the non-payment of fees due to the Cambridge Local Examinations Syndicate for certain examinations held.

This is an unsatisfactory despatch. I think we should make sure that the fees are not being paid twice over.
