With reference to

Mr. Malsch's complaint that he has been classed as Second Executive Engineer

Mr

Mr Brown has suggested that there should be no classification

of

the 1st 2nd and 3rd Executive

Engineers, but that they-

should all rank alike their

names appearing

in the

official lists according to seniority. To this proposal of Mr Brown I can see no objection.

In his letter to

the Surveyor General of the 23rd of April, Mr. Malsch states that he would only be
