a Memorial from Mr Charles C. Malsch of the Surveyor General's department, complaining of the position allotted to him in Mr. Brown's scheme for the re-organization of the Department transmitted in my despatch of 9th ultimo, 2094.
I also enclose copy of a letter addressed to the Surveyor General by Mr. Malsch on the same subject.
