I have the honour to acknowledge the receipt of Your Lordship's Despatch No. 31 of the 12th February last enclosing copy of correspondence between the Colonial Office and the Treasury.
I understand that Lord Knutsford does not endorse the contents of the letter from the Treasury and should be subordinate to him. I recognise the censorship of all local knowledge forwarded to the Public Works Department at the disposal of that office.
