Lordship that Mr John Bell-Irving, now in Europe, has written to inform me that he resigns his seat in the Legislative Council of this Colony and that I have appointed, provisionally and subject to approval, Mr James Johnstone Keswick, Senior Resident Partner in the firm of Messrs Jardine, Matheson and Company, to be an Unofficial Member of Council in the place of Mr. Bell-Irving, who is a Partner in the same firm.
Mr Keswick has expressed to me his readiness to be a Member of Council should Your Lordship deem proper to recommend his appointment for Her Majesty's approval.
