respects the regulating power vested in the Head of the Education Department would be neutralized if a Government School, like the Victoria College were drawn from the general supervision of the Education Department. This is the only reason why I feel bound to warn the Government against any further continuance of the division introduced into the Education Department by Sir J. Pope Hennessy in 1882.
