_addressed to the Right Honourable the

Secretary of State for the Colonies in

which I preferred a complaint against

the Governor =

(8) This was the position of affairs when

the present Headmaster arrived in the

Colony (23 January, 1882). The present-

Head master took advantage of my

strained relations with the Governor, and

consequently, twelve days after I had handed in

my complaint against the Governor, Sir J. Pope Hennessy ordered

that the new Headmaster should communicate direct with the Colonial Secretary,

and divided there by the Education Department, see Minute

F 26 Feb 1882,

copy of which I enclose.

(9) This division in the Education

Department, which, so far as

I am aware, was not reported to the Earl of Kimberley

and approved by any succeeding Secretary
