Lord Kimberley had intended the present Headmaster's work to be exempt from my inspection and examination, he would not have made the order, that the School be examined by me at the very commencement of the new Headmaster. This disposes of the contention of the present Headmaster "that if the new Headmaster could have been appointed earlier, he would have had the sole control enjoyed by Dr Stewart and the Inspector of Schools would never have examined the Central School."
