with reference to the Central School so long as Dr. Stewart himself was Headmaster; but whenever Dr. Stewart ceased to be Headmaster, being appointed to other posts, I supervised and examined, and reported upon the Central School, and report, with the only exception of the year 1879, in every succeeding Annual Report from 1880.
(5) But this temporary withdrawal of the School from my inspection and examination was expressly disapproved by Lord Kimberley, in Dispatch No. 80 of 9 July, 1881, copy of which I enclose, saying, "that the withdrawal of that School from the Inspection of the Inspector of Schools, as reported in your dispatch of 29 March, 1879, was of doubtful advantage," and "I would therefore suggest that Dr. Eitel should conduct the examination in future."
