(4) On his return, in March 1879, the late Dr. Stewart was directed by the Governor to resume only his duties as Headmaster, but the late Dr. Stewart at once protested, by Letter No. 31 of 25 March 1879, copy of which I enclose, against his being superseded by the Inspector of Schools as Head of the Education Department.
