From this time onward (1865 to 1878) the late Dr. Stewart conducted examinations of the School, in his capacity as Headmaster and reported upon the School, in his capacity as Head of the Education Department, in his Annual Reports on Education in Hongkong. But he felt the anomaly himself and expressed, in several published Reports, regret that he had to report on his own work. In other words, he acknowledged the need of external supervision and examination.
(3) In March 1878, the late Dr. Stewart left Hongkong on leave of absence and I undertook, at the request of the Governor, Sir J. Pope Hennessy, the duties of Acting Inspector of Schools and Head of the Education Department (and a separate Acting Headmaster was appointed) by Gazette Notification.
