I have the honour to apply for permission,

to withdraw my letter to the Secretary of State (CSU204)
on the subject of the examination of this College, and to
beg that His Excellency may be pleased to consider and deal
with the subject, as if that letter had been sent through
the Colonial Secretary for His Excellency's information.
I have made a careful search for details
concerning the past dealing with the question and find that
(1) Sir Michael Hicks Beach decided (Govt. Gazette
1880, p74) that the Inspector of Schools should have nothing
to do with the Central School.
(2) After Dr. Stewart's transfer to the Magistracy
Earl Kimberley appointed Dr. Eitel to inspect Central School
(Gazette 1881, p.1010) at a time when the new Head Master
had not arrived.
(3) On my arrival Sir J. Pope Hennessy wrote
(CSO268 of 1882) - "Mr. Wright is entitled in all such
matters to the privileges which Dr. Stewart enjoyed, and
should communicate direct with the Colonial Secretary"; but
